PHV fell from grace at 28.00 a share a year \and a half ago.
talk of 273 to one RS a few months ago.
up today nearly 100% and still buying??

may go more with more notice, but very scary one IMO.

Check out the YRI thread...I have been predicting a financing for months

edit...the thing is that the NR could mean anything...PP, JV...Why do I get the feeling that perhaps the TSE edited the NR a bit? That sure took a long time for basically no news.
