I have a different opinion of the Libertarian Party platform in this area. I think they take a very strong stance against environmental degradation, for instance.

I couldn't find a very good quote in the platform that deals
with the over-fishing issue but this problem is an example of the
"tragedy of the commons" problem that is well known in economics. If a piece of property has no owner, it is in everybody's best (individual) interest to abuse that property for their own short term gain. If they don't, then somebody else will so there is no benefit for them to hold back. Obviously, this can lead to terrible long term results which make everyone worse off. However, if the property has an owner, there is someone who benefits from good stewardship of that property.

The answer to the over fishing problem is to extend the concept of property ownership to include fishing rights. I can explain this further later but you may want to read up more in the Heartland site I pointed to earlier.
