If an insider buys what does that mean?

I've heard many say that means nothing will happen for the next month. All I can find is that the insider must report the transaction and if he makes a profit on the sale in 6 months he must report it. I also know that there are some restrictions on when an insider can buy with regards to earnings report. Anyone know?
