You only define it this way because normally only edges of the same kind are valid. You should be defining it as valid edge to valid edge. With Rambus that makes it EITHER edge. So Rambus would transfer data at 800MHz. Drop this clock centric view.

I believe that Elmer is right (yuck it hurt to say it).

If you look at the data wafeform of the 400Mhz clock with data changing on both edges of the clock.

And you compare it with an 800 Mhz signal with the data on only ONE edge of the clock the DATA STREAM would be IDENTICAL.

So the design requirements for traces/noise/reflections/termination etc etc are THE SAME as for a 800Mhz data stream.

And the bottom line is that it is NON-TRIVIAL building these kind of systems - let alone in Intel kind of volumes.

Your whole point originally was that the design requirements were much less as the data was double-pumped at 400Mhz.
