Sue, I only have one monitor, but had an IE5 problem
similar to yours recently: I could not access web sites
in folders on the LINKS bar. Got an error message. But the
same site could be accessed from FAVORITES. Tried all kinds
of things and finally reinstalled IE5. That fixed it.
Reinstallation was fast and I think it was done
selectively. Fortunately I had kept ie5setup.exe, a 470kB
file. Executing it while on the web reinstalls IE5.

It is the first browser window that you opened that keeps being changed when you click on a new link. You can click on several links rapidly and avoid part of this problem.However, if reinstalling fixes this I will be reinstalling soon.
