Why is that fishy? How many companies do you know in telecomm that advertise their capacity rates? If you look back at my past posts, you will find that I performed several surveys on historical and expected price declines as well as existing rates for particular routes. Guess what? It was like pulling teeth to get quotes (I did eventually - through some industry contacts).

Wrong. Rule 43 will have no immediate impact. Since I am not part of management I can not say if they will do things in the future such that Rule 43 (or any other of the new pronouncements) will be detrimental. It just does not apply.

Rather than detailing each point of the new regulations (kind of like asking me to tell you about the Bible), please detail your questions and I will rebut, if necessary.
