Apparently, no one hurt at UMC, nor was there major structural damage. The power outage will stop them for at least a few days, and they won't be able to fully test their equipment until they get main power back.

I find that mildly distressing. It seems to me that they ought to have at least enough back-up generating power to test their equipment, if not actually run it. In fact, there should be enough to run at half capacity at least, or so it would appear. Earthquakes are the only reason for power outages, for heavens sake. Unless, perhaps, their backup was also damaged somehow by the quake.
