"Time to start buying?" - yes and no. depends on the stock and how much it's fallen. I'd wait a few more days ebcause I think the real reason peolpe are dumping is because it's almost October. But once the October jinx is either disproven or happened then the market will start going back up, muted by Y2K then really UP in January. Everyone knows that so is trying to pick bottoms between now and then. The bottom could be today or next month. Who knows yet?

Buy COMS unless it really sky-rockets. Could double from here soon. Look what happened to AAPL since a year ago. And Palm is as good as Macs.
