I agree that "forcing down the throat" could be used to describe everything from literally pouring something down someone's throat to dictatorships to autocracies etc. etc. etc. For example, certain local homeowner's associations are so restrictive that in one incident, a man whose front door was damaged could not put on a temporary door, but had to wait until he was able to obtain one that complied with the homeowner association's rules. And so forth.

I, personally, feel that Bill Clinton has forced many unpalatable things down the throats of the American people, but he's our duly elected president.
