KIRKLAND, Wash.--(BUSINESS WIRE)--Sept. 22, 1999--

Saratoga Telecom Negotiating to Launch Latin American Internet
Banner Ad Blitz

Saratoga Telecom, a subsidiary of Saratoga International Holdings
Corporation (OTC BB:SHCC), announced today it is in
negotiations with several of the largest Internet advertisers in
Central and South America to help brand the TalkisCheapCard name
throughout the region.
Saratoga Telecom's recently activated e-commerce Web site,
talkischeapcard.com, has thus far received an enthusiastic
response from those that have purchased and used Saratoga Telecom's
"virtual calling card."
Saratoga Telecom has developed a unique method of retailing
pre-paid long distance via the Internet, selling pin numbers that
provide access to units of long distance usage. The
"TalkisCheapCard," is sold over the Internet and has the pin number
super-imposed over an on-line card. The card can then be printed out
and kept in the buyer's purse or wallet.
Through its recent agreement with Teleglobe Communications
Corporation (NYSE:TGO), Saratoga Telecom is now able to provide
international customers with extremely competitive rates for calls to
the United States. The agreement authorizes Saratoga Telecom, Inc.
to sell PIN numbers for pre-paid units of time to International
customers calling the U.S. from the 95 countries currently serviced
by Teleglobe.
Tom Morsey, President of Saratoga Telecom stated, "At this time,
we are the only telecommunications company marketing this type of
prepaid card Internationally. We have already received numerous
calls from Latin American companies wanting to help us with our
marketing in Central and South America."
Morsey concluded, "We are right now negotiating with several key
players in the Central and South American Internet marketplace who
understand the excellent pricing and revenue potential we offer.
Based on our initial discussions, we should be ready to announce a
major cooperative agreement soon."
