Ali's point, I believe, is that the multiplier is not a technology issue, it's a business issue. It may require a specific manufacturing step to lock a multiplier at a certain setting, but if switching the setting to a different multiplier has no incremental cost from a production perspective, then it might as well be a technical marketing decision. It's like painting a car blue or silver after it rolls off the assembly line--it's marketing that drives that decision. You don't need to know if the car is going to be blue or silver when you start the construction process.

BTW, my sources tell me UMC will experience about two weeks worth of delay as a result of the quake while they reorganize and recalibrate.
