Boost federal education spending but reduce federal power over the nation's schools.

Let school districts decide how to use the increase in federal spending as long as they set and meet goals for student achievement.

Post school-by-school achievement results on the Internet to help parents compare schools.

Give principals the authority to transfer chronic trouble makers and ensure the disciplinary records of such students follow them to every new school they attend.

Saying she will "encourage private support" for public as well as private schools, she proposed a $1,000 per year federal tax credit for individuals who donate to educational foundations "to help low-income children in grades pre-K to 12."

She did not mention the word "vouchers," in her speech but told The Washington Times later yesterday that she is a "big believer in vouchers. Once my plan's in place, local school districts will be able to implement vouchers if that's their choice."
