Give principals the authority to transfer chronic trouble makers and ensure the disciplinary records of such students follow them to every new school they attend. Saying she will "encourage private support" for public as well as private schools, she proposed a $1,000 per year federal tax credit for individuals who donate to educational foundations "to help low-income children in grades pre-K to 12."
