They have enough power to look around and turn the systems off. They don't have enough power (or water) to run the fabs. If the buildings are not damaged as they are reporting, the equipment damages are also likely to be minimal. Look at history of loma prieta and kobe quakes. Minimal fab and equipment damage but you lose the wip (work in process)at certain key process steps. So the problem becomes how much time to get utilities back up and restart the fab. I have heard something new that says that the fabs will need to get requalified by customers-unique artifact of foundry business-this may be biggest hurdle.
