JDN - While I agree that Costco has minimal impact on Mom and Pop stores, it seems that most of the small businesses I see in the store tend to be restaurant owners. It's the Wal-Mart's that have been a threat to small independent retailers (and if consumers prefer Wal-Mart, why should the government step in to eliminate the competition?).

IMO, the Mom and Pop issue is a smokescreen to hide the true motive of the act, which is to protect the larger retailers and grocery stores. I find that the local Costco carries lots of food items that fit the needs of my 4 person household very well. I'd guess that at least a third of my weekly grocery purchases are from Costco.

As an aside, would the bill have affected Wal-Mart and Target. I don't spend much time there, but I wouldn't have thought that 15% of their floor space was devoted to food and pharmaceuticals.
