It sure is, since you've hit upon the importance of low latency memory - with all of those processes running at once, some of them DMA that don't require processor interrupts or task switches, memory accesses will be bouncing all over the place. This is where latency becomes a huge factor and streaming barely relevant - nothing gets to do more than burst before it must give up the memory data bus to another call.
