I don't know about you, but our electricity here is gend from gas or coal. When the government prevents new cheaper mines from going in & coal must come from elsewhere, the cost is higher. When the regulators demand a lesser degree of technology in existing mines than would be installed in the new mines costs go up, not down.

Also, it should be noted the cost of steel is directly related to the cost of the coal used for cokeing.
