Howdy,

You should be able to find Preferences under the Edit menu. Should be at the bottom of the list.

From there, expand the + sign next to advanced at the bottom and you'll see the cache settings.

You can always delete the cache folder, and it will be automatically rebuilt next time Netscape starts, or do this:

In Netscape: Click EDIT / PREFERENCES/ ADVANCED / CACHE

BTW
If you ever have problems with Netscape freezing when loading java apps, delete the cache folder and delete netscape.hst in the user folder. I have had this happen quite often and this solves the problem.
