IT is NOT per user. It is 1.25 Mhz for 2 MBPS. You then get to negotiate how muc of that 2 MBPS you get. Min amount is 38k bps. this is the same way it is for @home. they provide 1 MBPS out to your neighborhood and then you get as much as you get in timesharing mode. I get from 200k to 1 Mbps on my RR service. Alot of the time, I get close to 1 Mbps. At around 3 PM when the school kids get home, the service drops way down.....
