Ish, I don't think that Clinton has the power -- yet -- to censor the independent press. My guess is that the "restraining order" relates to US government publications (primarily, the USIA wires, etc.).

As for Chechnya-Dagestan situation, yes, it could escalate. Today, the Russians bombed Grozny (the Chechen capital) again -- first time since 1994-5. The big question right now is whether they will go in, or just keep bombarding & bombing from across the border. Some members of the military say they have learned from the NATO operation in Yugoslavia: bomb the sh*t out of everybody, but don't go in, because you'll lose lives if you do. Meanwhile, they are killing civilians rather than guerrillas. They always do.
