BALLMER'S STRATEGY:
There's only one company served by the whack at technology stocks: Microsoft. I guess Steve Ballmer sees well-heeled competitors as a growing force. Microsoft can weather just about anything. They don't like seeing the Red Hat's of the world having billions at their disposal, not to mention the run up in ABM (Anybody But Microsoft) companies.

Ballmer is trying to talk down the competition's stock and Microsoft can afford to take the hit. Steve Ballmer doesn't want to inherit a company at risk of having its dominance compromised, besieged by competition with resources. This is a ploy, nothing more
