At least part of the reason for the lesser variation for the parent company is based on the idea that their holdings are not on the market and could not be put on the market without seriously disturbing it.

I like the way ATT does it. They spin off a piece to the public (10%), then spin off another piece to existing shareholders after the valuation has stabilized. (I think that's the way they did it...it might have been simultaneous with the public offering)...in any case there is an accepted way to give a bit to the shareholders, even without them having to buy at the IPO.)
