Rules 103 and 104 might be the most applicable.

One thing is clear and that is that some of the stabilization activities are carried out 1 to 5 days prior to the pricing of the security. This period is called the restricted period.

There are other time frames involved from the commencement of registration.

I think the "green shoe" discussion of months or a year ago deals more with extra compensation rather than the stabilization activities . I am not in any case saying that the brokers can load up on a stock prior to the offering, I see purchases made to keep at stock at certain levels not as loading up but rather purely related to the impact on price.

Vector, do we still want the limit buy order for INCY 1000 @ $20?

BTW, see your Investor's Business Daily Sept 27, page 2, where INCY has mapped 140,000 genes, and the government's Human Genome Project says INCY's methods might be flawed....sour grapes?
