Yes, but he consistently spelled it "Ralegh" never Raleigh. The problem in pronunciation came from his nasty habit of chewing tobacco. If you pronounce Ralegh "Rahly" with a quid in your mouth you spatter tobacco juice on the person to whom you are speaking (and James I could not stand this -- he hated tobacco and eventually had Ralegh beheaded). However, if you pronounce Ralegh "Riley" tobacco juice dribbles out of both corners of your mouth and onto your jabot. He tried to switch to sniffing snuff, but he had a bushy mustache and this just made a mess. And he pronounced Ralegh "Schumff" as a result.
People also hated his going around court showing off his muddy cloak.
