My comparative hint with the American situation is indeed absurd so long as all of the 50 US States agree to comply with the US Constitution and abide by the Washington-based federal government --I seem to remember that such an allegiance was once challenged (1861-1865).....

By raising the issue of Spanish Catalunia or the more critical Basque secessionism, you just hit the nail on the head: Europe's centrifugal stresses have always coalesced around ethnic and parochial criteria --quite a difference with the US picture. Two days ago, a French couple who threw in the towel with their mom-and-pop farm business in Bretagne decided to start a new life in Corsica (a French island in the Mediterranean, north of Sardinia). Well, guess what happened to them.... Corsican mafiosi-turned-terrorists got them in the middle of the night, abandoned them in the Corsican bush and came back to their newly acquired Corsican estate --just to blow it up with TNT !! This was interpreted by the French press as a warning to PM Lionel Jospin scheduled to visit Corsica by the end of the month.....

Bottom line: even white, Catholic, all-French denizens are not welcomed in Corsica --unless as occasional tourists splurging their money in Corsican-owned resorts.

If the US were to apply such a narrow-minded jingoism then the New York mob would shanghai Hillary Clinton into leaving the city because she's an outsider, Californian fellows would say to George W to stick to his Texan turf and to keep out of California, etc.
