Well, I don't believe in heaven or hell, and I think all people(good and bad) eventually reunite with God, so it is a moot point to me. If I did believe in it, I wouldn't think that anything like quitting smoking or cash payments would suffice.

FWIW, the Catholic belief that the Pope has the right to make up rules like this stems from Matthew 16: 18-19.

"And I say unto thee, That thou art Peter (petros = rock in Greek), and upon this rock I will build my church; and the gates of hell shall not prevail against it. And I will give unto thee the keys to the kingdom of heaven; and whatsoever thou shalt bind on earth shall be bound in heaven; and whatsoever thou shalt loose of earth shall be loosed in heaven."

As they regard Peter as the first Pope, later Popes inherit the "keys" to heaven given him by Jesus. This is the source for the popular tradition that St. Peter sits at the gate of heaven deciding who is allowed to enter. Non-Catholics generally just ignore these verses for obvious reasons.
