I know that. ZICA stated in CC they'd be providing guidance at end of quarter.

You can have a law suit on your hands by a projection of revenue that is not accurate.

Indirectly, yes. For example, if you give a guidance, then miss and the stock tanks by say at least 50-70% AND you sold insider shares, then you *may* get Lerached.

Directly - no.

In general, a company is absolutely free to issue new developments, profile updates, revenue/earnings guidances, whatever (aside from their regular filing), and not too few do so.
In some cases ("changes of business") they are even obliged to do so.

Funny, how it all was just made out of hot air. Promises, never lived up to. And worst of all, the liquidation still lies ahead.
