Not so sure I understand your question. but here is my take.

ATI is already the biggest CDMA operator in cellular in the US. BAM has already had CDMA for 2-3 years, and GTE is also big on CDMA. So your question is not technological, but one of simply putting into operation a ubitquitous billing and roaming plan similar to what Sprint has. the missing key here is the long distance piece. GTE has some ties here, but not enough to support the same one rate plan that both Sprint PCS and AT&T have. IF they can tie in a long distance service or acquisition, then the roaming and billing plan is pretty simple. I would not see why they cannot get a nationwide one service setup in place in one year, more like 6 weeks if they just made an agrement to agree and move forward. As in all mergers, there is alot of postioning among execs for position power. It all depends on the power and teamwork displayed by the VOD people. It will be interesting if they can pull it off. It would seem to me that it would make more sense for MCI to acquire the Vod company than for it to take on Sprint. It would also be more in line for VOD to buy Sprint long distance.
