Is this most likely a bad board, or is there some other
troubleshooting technique I've overlooked?

No Beeps, sounds like either a bad motherboard or CPU. I have had problems before with no video display when booting up a new motherboard. But problem was caused by improper memory installation. The motherboard had cheap SIMM connectors. I couldn't get the SIMM modules to make a reliable connection to the SIMM connectors on the motherboard. But even though I couldn't get any display I got beeps.
