Howard Rubin is Rubin Systems.

He and Capers Jones are two indivuduals that have extensive databases on software project outcomes.

It's called "metrics." Basic issue if you have a process (say the creation & ongoing care of software systems) that you don't measure, then you're not managing it. Pure & simple. Most oganizations have a fairly good idea what they're spending on software, but not the dimest clue as to the benefits.

Essentially revolves around this issue...
