O.H. - Where do you find this stuff? Talk about dumbfounded! Try yardeni.com Howard Rubin is Rubin Systems. He and Capers Jones are two indivuduals that have extensive databases on software project outcomes. It's called "metrics." Basic issue if you have a process (say the creation & ongoing care of software systems) that you don't measure, then you're not managing it. Pure & simple. Most oganizations have a fairly good idea what they're spending on software, but not the dimest clue as to the benefits.
