You are quite right, and I think that I know why my memory was faulty, aside from tiredness and an eagerness to cheer people up. See my second post to Lather, after I looked it up.....

Just to add a tiny bit of economic perspective, postage for
a first-class letter remained at 3 cents from 1932 to 1958.

Of course it was a whopping 33% increase when it finally
did jump to 4 cents.
