The SEC in the US has been successful at prosecuting floor traders for just this type of manipulation. The same should happen here but I don't see that coming anytime soon on the VSE or ASE by Canadian regulators.

They can change the name of the exchange but they can't change the history and the people manipulating these markets. The only thing that will truly make a change is criminal prosecution of the people who regularly engage in this type of activity.

The American regulators know how the Canadian houses manipulate the OTC market down there and I'm glad they are taking steps to make the violators pay no matter which country they might be a citizen or resident of.

I would not be surprised if in October we find out that the US SEC has pressed charges against Canadian citizens for stock market fraud in stocks listed on the OTC market down there. If you can commit the crime involving US markets then you can do the time in US prisons for those crimes. Living in Canada is not protection for committing such crimes.

Here's the notice I get from Investorline regarding the changeover to the new merged exchange. I think some of the houses will be manipulating the VSE and ASE stocks around the time of the changeover . . . damn we could do a whole case study on that . .

IMPORTANT NOTICE Regarding Alberta Stock Exchange
Please be aware that the Alberta Stock Exchange and the Vancouver Stock Exchange are in the process of merging. Due to system changes at the Alberta Stock Exchange on October 8th, InvestorLine will not be accepting any good through orders for the Alberta Stock Exchange (ASE) beyond Friday, October 8, 1999.

Another thing to keep in mind is that when the US SEC starts to delist all the scam companies off of the OTC down there and moves them to the pink sheets (which is like being in stock market hell) we should see an exponential increase in manipulation in the Canadian markets.

Criminals don't change . . . they either go to prison or they change their location. The new merged VSE and ASE might be their next favorite place to run scams. Considering the fact that we have so little proper market surveillance on those two exchanges as it is I can't say I blame them. It's the perfect breeding ground for criminal activity.
