Same as Slick getting away with perjury. In Illinois all revenues go to the general fund and then are shifted to the ear marked funds. We have several lotteries, river boats and OTB all ok'ed to fund education. That's the premise. But since we get screwed so bad on property taxes to fund education, the ear marked funds go to parades for queers.
