conned the City of Houston and the US government into a $3 million dollar hike/bike trail. Only this morning observed several bicycle riders ignoring this boondoggle while riding on the sidewalk and the street.

I'm not a bicyclist, so I don't want to get too deep into this, but why is this unacceptable in comparison to the $$ spent on highways or public transporation? Seems to me its the best of all worlds... a tiny expenditure relatively speaking. As far as I know, no transportation infrastructure costs are self-financed by toll roads or gas taxes, etc.
