LT, NO, you are dead wrong, as usual. When a currency is considered to be falling, most others are rising against it. That is not the case with the dollar. The yen is rising, and most others are falling relative to it. The dollar is remaining stable relative to most other currencies. Therefore, it is most correct to say that the yen is rising.
