Wrong.

That tax increase fueled the increased spending that Bush was too weak to resist. The deficit would have been closed early in the Bush Administration if he and the Dem Congress had adhered to the budget caps. Weak Bush was maneuvered into breaking his faith with the electorate by the very Dems who used it to unseat him.

Most economists agree that the tax increase and his Gulf War produced the mild recession that, although over months before the 1992 election, effectively finished Bush.
