In my opinion, the following 2 excerpts summarize the alleged surplus
situation:

And if one wants to plan ahead for next year:

What a surprise!

Most of next years surplus will probably come from Social Security payments.................

Perhaps the social security overpayments should remain in the social security "fund".

And if there is any real surplus - (Here's a novel idea) - use it to pay down the debt.
