I was careful in distinguishing the POTS from other services. Your T-1, comes under the heading anymore of DSL services. I'll asume for the moment that you have a router or data device hooked to it? The data equipment manufactures have a problem with what is known as fault tolerant conditions. There is no perfect medium of transmission. Everything has disruption for one reason or another. The data world equipment at this stage demands perfect, which will never happen. Wireless, fiber and copper all have there drawbacks.

Floyd did expose upper NJ to service problems with both Wireless and Wire. No matter how much they plan, a 100 year or 300 year flood exposes it's weakness. NC also has had some damage to switching.
