As I read it, it seems basically to allow stabilizing bids by the underwriters during the restricted period (the other activities are essentially post-pricing activities) but only as part of normal market making unrelated to the offering, and only following the lead of an independent (uninvolved) market maker. In addition, it would have to be disclosed as a stabilizing bid. But then again there be lawyers in these parts... biowa
