"We are reiterating our Buy rating on Taiwan Semiconductor," said Billat. "We believe that damage from the quakes should pose no more than a short-term impact on the company's results and remain confident in the company's handling of the situation. We believe the company's recovery was unaffected by the second quake that struck the region early Sunday."

"We believe that 100 percent of external power, as well as the company's HVAC, DI water and gas handling systems have been fully restored," said Billat. "In addition, approximately 50 percent of wafer processing equipment has been released for production."

"Importantly, revenue shipments have started, albeit at modest levels," said Billat.
