They'd generate messages electronically, but deliver them the same way CKFR does for non-electronic payees, the "old fashioned" (i.e. postal service) way. I can see it now, dozens of government printing plants, cranking out piles of paper. Great make-work.

Cell phones and other hand-held "appliances" such as RIMM's device receive email. That might reconcile it in addition to Charlie's idea.
