Although the State Department has repeatedly denied support to the move for a special envoy, the Indians are scared that Helms and Monyihan are such towering figures who can reshape administration policies on their own.

The Indian bureaucratic idiots are targeting the administration -- something that is going to be history in a matter of a year or so. Whereas the Pakistani diplomats are more savvy in going for the Congress whose composition is not likely to change so fast, even with the retirement of a few Senators like Moynihan.
