Trading restrictions were imposed on the NYSE at around 1:30 and lifted later in the day, based on this rule (from the NYSE web site nyse.com

"In the event of a 210 point decline in the DJIA, all index-arbitrage sell orders of the S&P 500 stocks must be stabilizing for the remainder of the day. Collar will be removed if the DJIA moves back to within 90 points of the previous day's close."

What exactly does that mean anyway? Can someone please enlighten me?
