Any idiot knows you don't make this rank with having both ability and integrity.>> I give this guy all the credit in the world for what he has achieved in his military career.....But there is a general consenses that military big shots who have gone into business have a reputation of spending money faster than it comes in and going over budget is a way of life....Seems they get use to the unlimited supply of tanks,planes,bombs,ect and never are really concerned of the cost mainly because it doesnt matter to them.....
