I'm not sure they would be necessarily much more expensive than inner-city public schools. It would not be easy, though. Ideally, I would like to see the schools run not by a bunch of lily-white middle class academic theoreticians, but by people who came from the ghetto and are committed to teaching kids the skills they need to get out of the ghetto.

I think it would be worth the cost.

But it won't happen.
