General question about small CC transactions. Historically, they've not been economic for amounts under $5 or so. Is this because the merchant can't make any money at this level, or is it the card issuer/bank that loses out, or both? I'm trying to guess the effect of a rise in the number of smaller transactions on the cost structures of the various players in the CC chain.

Read it again. The fee is also charged on the shipping and handling. The fee does not cover the shipping. This is a very expensive competitor to a future Checkfree solution and if it is well received by the market should be very good news for Checkfree. Person to person payments without credit card fees should be big, big, big.
