No, that's the early Beale/Ted, the one that tried to take over CBS with the help of conservatives. The media said he was evil then. Just like Beale, Turner has switched sides to become part of the elite he once ralled against; now he is a globalist that sneers at America and "speaks" for "world" interests against US.
