It is certainly true that in and of themselves the Republicans could not have removed Clinton. But this technical weakness was no reason for them to cave in as they did. These folk knew without doubt that Clinton would veto their "tax relief" package, but they sent it to him anyway. When asked why, they claimed something to the effect that it was the right thing to do. In other words, they claimed to have done it on principle.

In reality they knew they had a good deal of support and want to use their actions today as materiel against Dems tomorrow.

This sort of thing will not ever correct the deficiencies because it itself is a deficiency.

If the Republicans thought Clinton had harmed the Constitution with his multiple perjuries and scheming, his persistent lies and general pattern of corruption they should have voted against Clinton to protect us. And it should not have much mattered that the 'Merican people have not the guts to endure a changing of the guard. It should certainly have not mattered that the Dems were so married to corruption as to have almost unanimously decided to support Bill Clinton. The Republicans should have held together as did the Democrats because they were right. They should have done it exactly for the same reason they claimed to have passed a bill they knew would attract a presidential veto.

But of course the thing is over, and Clinton was left, with little serious moral challenge from the Republicans in the Senate, to continue his abuse of the country. I cannot help but blame them for their partnership with the Democrats. These folk will sell out at the least bit of discomfort.
