Chris, The highest/lowest upside potentials are put out by me based on ML price targets. ML wouldn't necessarily go out of its way to provide you with this info. The fact that any stock is a repeater is an indication that the analyst hasn't been updating his views.

Stocks that repeat at the top could potentially qualify for ratings upgrades or price target reductions, depending on their current rating. Stocks at the bottom could be candidates for ratings downgrades or price target increases.

Analysts can go long stretches without adjusting their price targets.

Stocks like SVGI, XRX, and NCR have typically stayed near the top even though their price targets have been repeatedly lowered. I would view that as not very bullish.
