I believe that there was some anxiety that Germany would establish hegemony through investment and the shaping of European institutions in its favor, as the single strongest state and linchpin of the European system, especially in Mitteleuropa and the East. Further, the fears about outstanding border disputes, especially with Poland, were initially real enough, although I think that Kohl made a strong effort to calm them. But I think that your observations about undue provocation to the Soviets, and the problem of demobilization, or even significant relocation, are correct, they were big factors I neglected to mention.....
