Mobile satellite phones from abroad allowed to be used domestically

Foreigners will now be allowed to bring in and use their mobile satellite handsets
employing Global Mobile Personal Communications by Satellite (GMPCS) services
such as Iridium, Globalstar and ICO.

The Ministry of Information and Communication said yesterday that it has
informed the International Telecommunications Union (ITU) that handsets, bearing
the seal of approval from the ITU, can be used inside the country without the need
for additional procedures.

GMPCS services allow the subscriber to place international calls, send faxes
and messages, and the search the Internet anywhere around the world using a
handset about the size of current mobile phones.

To facilitate the worldwide usage, ITU held meetings with government
representatives, GMPCS operators, service providers and manufacturers at the end
of 1996 and drew up an agreement concerning mutual recognition of GMPCS
handset approval in July 1997.

In Korea, SK Telecom began commercial GMPCS services in November 1998
through Iridium, while Dacom and Korea Telecom are soon to launch services in
partnership with Globalstar and ICO, respectively. (KHR)
